An Appraisal of Hospital Emergency Preparedness for Disease Outbreaks at University of Maiduguri Teaching Hospital

Background of the Study

Hospital emergency preparedness is critical in mitigating the impact of disease outbreaks, ensuring rapid response, and safeguarding healthcare workers and patients. Disease outbreaks such as COVID-19, Lassa fever, and cholera have exposed significant gaps in the emergency preparedness of hospitals worldwide, particularly in developing nations (World Health Organization [WHO], 2024). The ability of healthcare facilities to respond effectively to outbreaks depends on the availability of emergency response plans, healthcare workforce readiness, infection prevention measures, and adequate medical supplies.

University of Maiduguri Teaching Hospital (UMTH) serves as a referral center in northeastern Nigeria, a region frequently affected by infectious disease outbreaks due to poor sanitation, overpopulation, and conflict-related displacement. The hospital’s preparedness for disease outbreaks is crucial in managing public health emergencies, protecting staff, and preventing the spread of infectious diseases. However, previous outbreaks have highlighted several challenges, including inadequate personal protective equipment (PPE), delayed response mechanisms, and poor interdepartmental coordination (Bello et al., 2023).

Despite efforts by the Nigerian government and international organizations to improve emergency response systems, there remains a gap in assessing the level of hospital preparedness for future outbreaks. This study seeks to evaluate UMTH’s emergency preparedness, identify challenges, and propose strategies to strengthen hospital response to infectious disease outbreaks.

Statement of the Problem

The increasing frequency of disease outbreaks in Nigeria has exposed weaknesses in hospital emergency preparedness, leading to high infection rates among healthcare workers and poor patient outcomes. Previous outbreaks such as the 2020 COVID-19 pandemic revealed gaps in emergency planning, resource availability, and staff training at UMTH (Adebayo & Musa, 2023). These gaps pose a significant risk to public health, making it imperative to assess the hospital’s current level of preparedness and areas needing improvement.

Several factors contribute to poor emergency preparedness, including inadequate funding, insufficient training of healthcare personnel, lack of emergency protocols, and poor hospital infrastructure. Without addressing these challenges, UMTH may struggle to respond effectively to future disease outbreaks, leading to preventable morbidity and mortality. This study aims to critically appraise UMTH’s emergency preparedness and suggest measures to enhance its response capabilities.

Objectives of the Study

  1. To assess the level of emergency preparedness for disease outbreaks at UMTH.
  2. To identify challenges affecting hospital response to disease outbreaks.
  3. To propose strategies for improving emergency preparedness at UMTH.

Research Questions

  1. What is the current level of emergency preparedness for disease outbreaks at UMTH?
  2. What challenges hinder effective emergency response at UMTH?
  3. What strategies can improve UMTH’s emergency preparedness for future outbreaks?

Research Hypotheses

  1. Adequate hospital emergency preparedness reduces the impact of disease outbreaks.
  2. Lack of staff training and resource availability negatively affects hospital response to outbreaks.
  3. Strengthening emergency protocols and resource allocation will improve UMTH’s outbreak preparedness.

Scope and Limitations of the Study

This study focuses on UMTH’s emergency preparedness for disease outbreaks, evaluating hospital policies, resource availability, and healthcare personnel readiness. Limitations may include restricted access to certain hospital records and reluctance of staff to disclose institutional challenges.

  2. Infectious Disease Outbreaks – The occurrence of disease cases in excess of what is normally expected in a community or region.
  3. Personal Protective Equipment (PPE) – Safety gear worn by healthcare workers to prevent exposure to infectious diseases.
